Revenue Billing Manager Location Richmond, VA (Capitol District area) :

Description

The department of Finance is currently accepting applications to fill the position of Revenue Billing Manager. This position serves as a second level supervisor over the revenue unit.

Work involves making interpretive decisions on behalf of the organization regarding the means for executing the goals established by City policy and the department director by utilizing available technology and resources. Such interpretive decisions provide context for the work to be accomplished by subordinates supervised within the units managed. Incumbents may: oversee daily operations and direct workflow; conduct, attend, and participate in departmental staff meetings and meetings with other departments, city leadership, and citizens; review, prepare, and submit reports; represent the City on matters of fiscal policy and regulation; develop, implement, and monitor policies and procedures; oversee correspondence; manage budgets and approve expenditures; and manage personnel. Incumbents supervise management, professional, paraprofessional, and support staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures.

Duties include but are not limited to

ESSENTIAL DUTIES :

  • Process and Review Annual, Monthly, and Semiannual DMV files
  • Send Annual filing forms for Business Related Filings( BPP, M&T, and ATOM)
  • Enter Annual Bank Franchise Filings
  • Coordinating with print vendor 5. Coordinating mailings
  • Update the Website with the annual filing forms
  • Responds to and assists external customers, taxpayers, and citizens.
  • Administers, manages, and monitors programs in focus area; supports other budgeting and forecasting activities as required.
  • Manages and supervises staff; performs duties such as performance evaluations and training.
  • Responds to and assists other City of Richmond departments regarding posting payments and other processes.
  • Reviews processes and procedures by looking at current processes and exploring ways to improve.
  • Perform testing of new software upgrades and products.

Qualifications, Special Certifications and Licenses

MINIMUM TRAINING AND EXPERIENCE:

  • Bachelor's degree in business administration, finance, accounting, or related field
  • Four years of experience in a related field
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
LICENSING, CERTIFICATIONS, and OTHER SPECIAL REQUIREMENTS:
